Igot my wired Xbox 360 controller to work perfectly by just launching the game manually with the Steam\SteamApps\common\Assassins Creed folder. Hope this helps ! EDIT: My wireless Xbox 1 controller works as well !

Asof July 2022, no fixes on the entire internet solves this issue. Any and all controller support for AC1 on Steam is not working as intended. No programs or config files can fix this issue, at least for me. I've tried Xbox 360 controller, Xbox One controller, PS4 Dualshock, PS5 Dualsense.
