Norn run slowly. They don't actually cover the ground less slowly, but the larger size makes it look/feel like they're going slower. Although if you create a minimum-size norn, that "slower" feeling is negligible. Compared to a minimum sized human, it's substantial.
Tallest human is still shorter then small norn. Norn also got better cultural heavy armor IMO, for both male and female. Male norn are almost always bulky, female can be bulky. Light armor = human female meta, for fashion reasons. With effort any race/gender/armor class can be made to look incredible though. 2.
